Just a quick comment..
With the greatest respect in the world to “whoever” was on the panel for reviewing the tender documents, the successful bid from Planet Ice is clearly NOT-FIT-FOR-PURPOSE.
Cardiff City Council and the panel appear to have failed to consult with and or identify the user-requirements of the existing ice rink in accordance with good practice.
It is clear looking at the drawings for the Planet Ice proposal, that it is nothing more than a carbon copy plan of the Skydome from Coventry enclosed within a box, with a false facade constructed from steel, glass and cladding panels, in an attempt to make it look like an ice cube!?
The usual design stages and development for any major construction project seems to have been totally bypassed and the capital of Wales will be left with an off-the-shelf design which has not been “specifically designed” for the users of the old WNIR which it was supposed (..and promised) to replace..
And finally the proposed off-the-shelf design of the Planet Ice scheme seems to fly-in-the face of the original aims and objectives of the Cardiff Bay redevelopment documents published by Cardiff City Council:
The mission statement for the regeneration project was:
“To put Cardiff on the international map as a superlative maritime city which will stand comparison with any such city in the world, thereby enhancing the image and economic well-being of Cardiff and Wales as a whole.” ***
A series of aims and objectives were set for the regeneration of Cardiff Bay:
- To promote development and provide a superb environment in which people want to live, work and play.
- To re-unite the city of Cardiff with its waterfront.
- To bring forward a mix of development which would create a wide range of job opportunities and would reflect the hopes and aspirations of the communities of the area.
- To achieve the highest standard of design and quality in all types of investment. ***
- To establish the area as a recognised centre of excellence and innovation in the field of urban regeneration.
